so if someone trades with me they cant trade with me for another 15days or so?

If you are non prime with mobile auth activated for 15 days already.
Trades will work just as fine as it does for anyone else with prime.
Same goes for accounts with 5 USD limit and without 5 USD limit.
If you have had the steam mobile auth for 15 days you will be able to trade.
And no there is no cooldowns. But if you only have email then there is.
(*accounts that might have been inactive for a long long time might have 30 days cooldown instead when adding mobile auth etc***)

Alot of people spread missinformation about this.
Its crasy.
