Low FPS on computer that should be capable
I know there are probably thousands of other discussions like this but I have tried pretty much every solution on them to no avail.

On the lowest settings, with multicore rendering on, and in 1920x1080, I consistently drop from over 100 fps to below 60 and sometimes below 50. On the map Anubis, it is particularly bad, spending around half the match below 50 and sometimes dropping past 40.

I have an ASUS GL552JX laptop with 16GB of ram, a GTX 950m GPU and an Intel Core i7-4720HQ CPU @ 2.60GHz. It does have an integrated GPU but I have made sure that CSGO is using the dedicated GPU.

Here is a list of things I have tried that have not worked:
-Decreasing resolution (made no difference at all)
-Changing fullscreen mode
-Resetting Windows
-Setting launch options as: -novid -nod3d9ex -threads 4 -high
-Deleted and reinstalled cs after deleting config files to reset it
-Making sure computer is plugged in and battery mode set to performance
-Making nvidia 3d settings set to performance
-Made sure nothing else such as google chrome was open.
-Typing rcon in the console

I dont think it always ran this bad but am not certain as only started playing it regularly in the past few months.

Any help is much appreciated, Thank You!

Honestly this seems like a normal framerate given your setup. CS is way more spec heavy than it once was. A friend who played at 60 fps in 2015 gets like 15 in-game now, same setup and all
Using mobile GPU go into Nvidia 3d settings > advanced 3d settings > set GPU to prefer maximum performance. There is a separate setting for it that wouldn't just switch by moving a slider. Go into your csgo folder and right click the EXE. Under compatibility disable fullscreen optimizations.
Under windows settings disable game mode and game bar.
Make sure you download the latest NVIDIA drivers.

Using the -threads option in csgo can actually cause you to have less fps.

These are my launch options

-console -tickrate 128 +fps_max 0 -novid -nojoy +fps_max 0 -nojoy -high -fullscreen +mat_disable_fancy_blending 1 +cl_forcepreload 1 -limitvsconst -forcenovsync +r_dynamic 0 +mat_queue_mode 2 -r_emulate_g -softparticlesdefaultoff -noubershader

Use the video settings in this Screenshot.

I get around 250-300fps with an nvidia 1050.

That's sad to hear. Changing the resolution/ graphics doesn't seem to make much difference, does that mean my processor just isnt good enough?

Thats the FPS you should be getting. Make sure multicore rendering is ON.

Where it says autoselect change it to High performance NVIDIA Processor.

Don't just do that for an individual application as intels integrated drivers can interfere with the detection.

Also when it comes to CSGO Resolution changes don't really make a difference unless you do something dumb like try a 4k resolution.

That video is old, no way you can get that fps on the exact same specs nowadays

Trying your advice now {int.ovf}stk. Thanks for the help even if it doesnt work

Its looking good. I had already done the nvidia settings but either the disable fullscreen optimization or using your launch options seems to have done the trick
Glad you got it figured out.

I'll have to see what its like on anubis but a casual on vertigo with 18 people seems to run fine
