I know, Im playing on a Gaming laptop, and I know i should have been buying or building a desctop pc.

If that doesn't do it, I would outright delete the video and config (including autoexec; make a new one) files and restart fresh. You'll also want to make sure you don't have cloud config storage enabled ingame or Steam. Throw only binds into a new autoexec and copy your settings over in halves; check your FPS after the first half, copy the rest, then check your FPS again. This ensures your autoexec/cvars aren't causing the FPS issues.
It's worth noting you should have all launch options removed.
At this stage, it's likely worth ensuring you don't have conflicting software installed and repair the Steam service.
Failing that, uninstall, manually delete the SteamApps\common\Counter-Strike Global Offensive folder, reinstall, and then copy only your binds to start, essentially giving you a default new everything. If you still have bad FPS on your main, it's definitely not the csgo client that's doing it.
LOL, just because you have a smurf, it dosent mean im trolling, for an example i use my smurf to play with my lower ranked friends.
Thanks for the help, my fps came back after another game file verification, or thats just what it seems to have happened.
