Definitely not a graphics card problem. 2 seperate cards and this is also the only game I have that does this. I think it's potentially a Nvidia driver issue, DirectX issue or something that Valve changed in an update. This issue started several months ago right after a gam update.
You are using Windows 10 most likely and they have a feature called Game Mode. Go to the settings in "Start" menu and there to "Gaming" part where you need to disable Game Mode and anything else that you dont like. :)
