I think they updated their TOS or something so it cant be used in there

Bitskins accepts paypal, You need to request the instructions for whitelisting your paypal account for deposits at Bitskins. Intructions will be in the mail that you recieve.

As far as i remember, you have to provide a picture of yourself holding your ID card, and you must provide a link to your social media account (Facebook, Linkedin etc.)

I wouldn't be using it either if it didn't have paypal as an option to add funds.
