Can't change CS:GO Video settings for some reason..

hey all :)
Just wanted to ask why i can't change my ingame video settings.
Whenever i change my settings to the lowest, nothing actually happens. Even if everything is set to "lowest", skins, textures and overall map "design" seems to be HIgh. I'm getting annoyed by that because it lets my game become "unsmooth".. my frames are the same, 250-350ish, which is definitely enough, but the game itself feels so damn unsmooth. I've literally tried everything, i deinstalled steam, i deinstalled csgo I just keep failing finding out what causes this problems :<. Even tried to change the default video config to my wanted resolution/video settings (and yes, i've ticked "read only").. Still the in-game resolution looks way to good... im freaking out :X

PLEASE HELP

Make sure everyone can modify that file. Go to security option and tick all the boxes and run CS:GO as admin

It's an issue with the source engine, it won't be fixed for everyone unless the game is released with a different engine. You'll get used to these strange bugs over time.
