You need to do some lines in cmd prompt to fix it probably.
ipconfig /release
ipconfig /renew
ipconfig /flushdns
I know that's for another problem but it could still work . :P
Note - I Will place a *, where the solution is already here - in the Steam Support Page.
Possible Solutions to this- Restore boot settings to default - *
bcdedit /deletevalue nointegritychecks
bcdedit /deletevalue loadoptions
bcdedit /debug off
bcdedit /deletevalue nx Restart your PC.
- Repair system files - * ( But this is the correct way to do it )
Dism /Online /Cleanup-Image /CheckHealth
Dism /Online /Cleanup-Image /ScanHealth
DISM /Online /Cleanup-Image /RestoreHealth
SFC /scannow Restart your PC.
- Clean your IP DNS as told Above:
- Close Steam and purge it by going to its installation folder and deleting everything except for this ( Remember to enable "View hidden Files" ):
%LOCALAPPDATA%/Steam Remember to keep Steam Close in order to let you delete files.
- Close Steam and Repair Steam Service - * ( Just the first method is explained in the Support Page )
- Go to CMD ( Open it as Admin ) and type this down:
CD <name of folder> to access a folder
CD .. to quit that folder then enter to bin folder and type: SteamService.exe /repair You probably did this if you follow the guide posted by Steam.
- On Windows Explorer : Go to Steam folder, go inside Bin folder. You will see "steamservice.exe" and "steamservice.dll", copy them. Then go to:
- Last, but not less important - Update Windows
Close Steam and Check the system
Go to CMD ( Open it as Admin ) and type this down:

If errors were found, do it one more time.
Note : I edited his post in order to fit the correct order. Since it's better to release and then flushdns, than after the renew.
- Folders : "config", "steamapps", "userdata"
- Files : Both starting "ssfn*", "Steam.exe" and "uninstall.exe"
Open Steam and it will redownload itself.Note: You can also purge it a bit more by deleting this folder :
Navigate to your steam folder
If you are on a 32 Bits OS - %PROGRAMFILES%/Common Files/Steam
If you are on a 64 Bits OS - %PROGRAMFILES(X86)%/Common Files/Steam
Delete the files inside and paste the files you just copy.
Check for updates. If you are not on Win 10, update drivers by hand as well.
