they removed that anti-smurf/cheat feature this previous sale. I could purchase it as a gift myself :(

Serious question. Why would Valve allow that? Aren't we concerned that those accounts might already be banned and we don't know until after we pay?

People primary use them for surf and or report bot accounts. The accounts in question might be stolen so it's not 100% safe. But as we all know the yen is absolutely in the ♥♥♥♥♥♥♥ right now so Chinese bought accounts go for around 8-10 bucks.
