Overwatch is only for competitive and they're 99.8% accurate, while VAC is an automated system designed to look for known cheat signatures.
So in short: No, spinning around rapidly will not get you banned.
If that were the case then their system would seriously be flawed beyond excuse.

And if I eventually get a ban for that, I can always make a short vid explaining how I spin. :)
Unless you're spinning around rapidly, walking forward, and hitting shots like an actual spin bot you won't get banned.
Also making a video explanation for a ban will not get you un-banned. Bans are usually rarely false, so if you get banned, it's almost 100% certain for cheating/griefing.
If you're spinning in spawn not doing anything then you could get banned for griefing which is a minimum of 30 days.
