Why is this the only game where you can't ALT + F4 when you want to?

Yeah I doubt you can access the console during a loading screen you was too late to clicking off on. Not sure, but doubtful.

Alt tab and do shutdown and cancel it before it happens or just wait like a few seconds

You have to use Alt+F10 to exit Source games IIRC.

Double press f10, or type in console "bind (the key you wish to press) quit" or quit smoking in console
