Is csgo up to date? Yessir.
Every other Source Engine game I have has never given me any issues. TF2, L4D2, Portal 2, HL2 + Episode 2, and Dota 2 (Source 2 Engine) all run perfectly at 4k high or maximum settings, never stuttering or dropping below 100 FPS. Every non-Source game I have runs just as well as it would with windows on this hardware. That includes windows-only games running on the Wine compatibility layer or Valve's version of it, Proton. For instance: DOOM 2016 (windows only) runs at 4k ultra well over 100 FPS, buttery smooth. CSGO is currently the only game I've experienced issues with.
I don't have these issues on my Nvidia-based laptop (Quadro K1100m, equivalent to a GTX 470), or my older Radeon RX 580. I don't think this is a driver issue because both the RX 580 and RadVII use the same AMDGPU driver stack, and when I go from 720p low settings to 4k max I barely lose 10% FPS on the RadVII. No idea what's going on since I only get these issues on one GPU out of 3 I've tried.
It's not a CPU issue; swapping GPUs fixed it for me, but FWIW I'm on a Ryzen 2700x at 3.95Ghz all-core with 32GB DDR4 3600CL16 ram, tightened timings. I believe this is an issue on CSGO's side, not with the linux driver stack.

I don't think you understand what we mean when we say stutter. We aren't talking about network lag or latency (i.e. ping), what we mean is that the entire game freezes completely. In my case I experience these frame drops even in menus. I also experience the exact same issues when playing OFFLINE. It absolutely is not a server issue.
Edit: And if you took the time to read my first post, you would see I only get this issue on specific hardware, even only on one specific GPU. My laptop is severely underpowered but it doesn't have these problems. Somewhat paradoxically, replacing my high end GPU with an older and much less powerful version which uses the same drivers I don't have any freezes and get significantly more FPS.

It honestly irritates me too, and i have other theories, but i wont discuss those.
but for real its the servers, if you are on linux and such a wizard mr potter, then install the server, play on your own server and you will see you dont lag anymore or glitch out.

CS:GO? Has a linux port, doesn't work properly on Linux, likely the fault of the developers. So far CS:GO is the ONLY game I have had any trouble with at all.
If you don't have any meaningful input to fix the problem, can you please just not post anything? You aren't funny, you just waste others' time. That goes for everyone who wants to ignorantly rag on an operating system they've never intentionally used, despite relying entirely upon it for most of their lives without ever realizing.
Plainly put, if you don't use linux then don't post.
