No way that I'm aware of
Just do a regular report via their profile. Valve doesn't ban based off user reports. If they're really cheating, it's safe to assume that they'll accumulate a lot of reports in a short amount of time. This wil promot a more thorough "investigation" by Valve which usually results in a VAC ban after a few weeks/a month or 2.
If you have evidence, say so in your report followed by a contact email for more information. If you don't know already, Volvo employees don't do emails unless you already have an on going dialog so you probably won't be contacted because they probably won't care (reason being the accused could make another free account). There isn't much to do other than reporting and moving on.
