It's loudness equalization, everything has the same volume. So if something is super loud, you can just lower the volume to your liking and nothing with ever be louder than what you have the volume set to.
Also it increases the volume of enemy footsteps ;) I'm really liking it so far, and i'm looking out for my hearing in the long run.

Just set your game volume to 100% and lower your PC volume manually. Or if you have a volume wheel on your headset, use that.

It's the way to go. That way if you use Shadowplay and want to clip something, the volume won't be super low.
