If it is a VAC ban that means for utter certainty that the receiver did cheat. I remember back in 2015 I had this VAC ban pop-up in my CS:GO one day and I was scared to death, I never once played unfairly in my life and this showed up. But looking at my profile there was no VAC registered in red text and it went away a bit later. Point being - there are no unfair VACs.
