On paper, it is illegal to sell skins outside csgo. Valve has the right to shut down your account or sue for legal damages if you do so.

-scamming
basically anything that is against the ToS. you need to watch out, because valve has taken it's hands off all trading and deals that happen outside of official valve marketplaces, and you might be scammed. valve might ban the account used by the scammer, but you will never get your skins back.
they don't need to be in violation of the law, just in violation of Steam's ToS. Valve can make any rules they want for steam accounts.
