Did you try open your console and type in fps_max 0 ?
from what year is this laptop from...also im looking at the hp store...and nowhere does it say that its a gaming laptop it describes the laptop as an workstation laptop and that its lightweight
granted its a "powerful " workstation but there is a big difference between a workstation laptop and a gaming laptop

Mobo Asus hero 8 z97
Ram 8 GB DDR3 1600mhz
Gpu XFX HD7770 core > 7 years old graphics card !
PSU corsair RM750
Same resolution like u use i get between 150 to 200 FPS in CS GO
the desktop version of those cards not the same the laptop versions are less powerful and has lesser memory and are way slower
