csgo.exe System Error, d3d9.dll missing

Starting yesterday, when I launch CS:GO, I get an error saying:

"The program can't start because d3d9.dll is missing from your computer. Try reinstalling the program to fix this problem."

Of course, I've reinstalled the game, and it still gives me the error. I have verified the integrity of game cache and ran Steam as administrator. Also, I looked in the files and d3d9.dll is actually there. Any fix to this?

Go to your library-->right click csgo properties--> Game directory--> delete "bin"

After that step, verify the integrity, then, all the missings mods will be uploaded again.
