VERY GOOD PC RUNNING CSGO AT 40 FPS

GTX 1070 8GB
I7-7700
16GB RAM
I played 30 mins ago and I had 400 fps and now when I joined a game I had a big surprise seeing 40 fps and it feels so weird so please help me fix this.

What about your GPU fans, are they spinning?

I did restart my PC and also reset my game settings
and yes, my fans are spinning, all 3 of them

what are your start up settings for cs go ? if you have old startup settings you will get bad performance and if you want more fps just set vsync to off and all the filters to 0

and when was the last time you updated all your drivers ?

What do you mean by start up?
I updated my drivers 4 days ago and I have my vsync off but it's weird because my PC should run high fps, not struggling with 40

I've had random stuttering with 2-5 sec of total fps drop... Whent from 250 and down to 40 ish. Then it was removed after a csgo update

I tried using them, from 40 fps I dropped to 15 :)

And, is your CPU overclocked?

what is the temperatures? maybe ur GPU is reaching high temperatures, or CPU
