Well, I'm pretty sure the cheaters are going to be banned before they reach that level. So do your part and report any cheaters you see. The ones left are the professional cheaters that hides their cheat excellently.

It's hard to reach 21lvl,if you're cheating. Think about cooldown's,that take's a week to be ranked. Cheaters doesn't have patience to wait cooldowns :)

Its because new prime when lv.21 you will not require a phone number anymore it just auto updates it on every f2p account. I think it could be a possibility of vac net being improved but i do disagree. Which people could legit hack and get away with it for a very long time. One proof of this is my friend hacking in cs for 1.5k hours and yet not banned till this day.
