Are pros allowed to use text chat while in tournaments?
Are pros allowed to say things in text chat during professional tournaments? They all have microphones, so it wouldn't be to communicate with each other.
But if one wanted to throw up a "lol" or a "you blew it" could they?

Yes, pros are allowed to use text chat.
Have a look at HLTV live stream sometimes. You can clearly see the players commenting such situations as fails or great clutches.

They are allowed to. There’s normally banter between teams before the matches. I’d recommend you watch the next major through GOTV if you want to see this.

They also ask things like “how much hp?” Or say “We need a technical timeout” in there too

You can download demos from HLTV for every tournament, they include the chat too. Some demos even include in game voip, which they sometimes use to talk to other dead teammates and not to disturb the ones that are still playing.
