CSGO Config NiKo what means con_enable "88.198.25.76:27017"

Hello Guys,
im just looking over some Pros config Files from https://prosettings.net/cs-go-pro-settings-gear-list/ .
I just looked at the config from NiKo and found a strange command which is:
con_enable "88.198.25.76:27017"
Does anyone knows what the command is doing?
Why is there a IP Adress with Port written behind the command? It looks a bit strange to me ??

I looked it up and found the following explanation for the command:
"This is the command used to toggle whether or not you can access the developer console."
But why the heck is there a IP Adress written after it???

con_enable "0" or "1" is to enable the console.
Dunno why there is an IP after.. maybe to give access to his cheat provider

maybe connection to 3rd party communication system while playing the tournament ? i doubt they commmunicate ingame via integrated voice comm.

is that even possible directly from the game ?

But there is no other command infront of the IP its written down like:
con_enable "88.198.25.76:27017" crosshair "1" , when you look at his config file.
If its for external communication Server there should be a command like "Connect to" or something like that infront of it. Just putting the IP in the config looks really strange for me.

Edit:
Port 27017 seems to be the default port for MongoDB connections(a database), which looks even more strange to me.
Would like to test NiKos config , but this command makes me feel a bit weird!
