Some cpus like that i5 of yours struggle to stay above 100 on some maps because of low clockspeed. Overclocked i5 6600K/i7 6700K/i5 7600K/i7 7700K/i5 8600K/i7 8700K and you wouldn't have that and would be able to stay well above 144.
I watched a lot of videos on youtube and users have a lot better fps and at higher resolutions and better graphic settings, like in this movie:

Anyone else have any other suggestions?
Graphical quality and resolution only affects GPU load. If cpu can't push more, the quality makes no difference with strong enough gpu.
Most of the time your 970 is very under-utilized at all low 1024x768 and the fps you see, won't change no matter how much you increase the quality.
You would pretty much get exact same fps at High 1080p.
This is called cpu bottleneck. SInce Source engine only can use at most 2 cores, it is very heavily single core performance reliant.
EDIT: Also, that video is 3 years old. The De_Dust has gotten a graphical update and the game has also gotten various different updates which have knowingly affected the performance.
Same goes for Windows. THe Spectre and Meltdown updates for Intel may have affected performance ever so slightly for example.
I will add that on the old de_dust2 map I have never had much fps and there were drops below 140.

And yes. The total utilization is 60-70%. THis means that 2 cores would be running at 100% while 2 others run at 20 to 33%.
CPU bottleneck happens when even just 1 core hits 100%.

Well, there is a chance that your cpu might be running too hot and thermal throttling even under the slightest load.
Check the temperatures while in game.
But then again, it would be bad even on other games then.
I used the afterburner MSI program. It showed me that every CPU 1/2/3/4 was at the level of 70%. In no case was anywhere 100%. Perhaps I am looking at these charts badly, but I still do not think there is a bottleneck problem here. Temperatures were also checked, graphics at the level of 50 degrees, the CPU was also at a similar temperature. I wonder if it could be a matter of installing the card / process in the wrong port? I do not know about technical equipment, I have no idea :(
windwos does a very good job at spreading the load across cores
you can set affinity on csgo to 2 cores and keep track of them
but you cant stop other programs from using those 2 cores
but it will show if you are getting activity beyond those cores
I have a GTX970 and a Core i7-6700K and I still get drops like that sometimes. With that game, anything above 60FPS will give you an advantage. I am using max settings.
