100% usage on one cpu

Hi,

First, sorry for my bad english, i'm french.
I have a problem of low fps with csgo. I have Nvidia bumblebee driver installed because i have two gpu, one Intel, and one Nvidia.

My Nvidia driver work perfectly, the problem is that i have always one cpu who work at 100%, this cause a low fps in csgo (less than 20fps...)

Can you help me please ?

I have Intel Core i3 - 3217U 1.8Ghz

The way you worded it makes me thing you have multi-core rendering disabled.
Go through all your video settings and set them to the HIGHEST (not auto) then apply changes then set them to your TARGET setting (Definitley do the big two >>> multicore rendering=Enabled and Wait for vertical Sync=Disabled) and apply again. Now restart CSGO and make sure all settings are as you have chosen.

On my brother computer, csgo run the 4 core at approximately 95%. He have approximately 40fps in csgo, but he is on Windows 10, me, i am on Linux Debian.
Here this is a screenshot of my system monitor. This can help you to understand the problem...
You can see that i have one cpu to 100% just after started csgo.

then your cpu is not up to the task, the only thing that will make cpu lower is low graphics settings

ur cpu is too low, csgo min requirement is 2.4ghz
