GTX 1070 and i5 6600k low fps

I have a gxt 1070, i5 6600k and 16gb ddr4 ram; currently my csgo fps is like avg 120 on cache.
Im playing 1280x960 stretched with max settings. My Cpu usage is usually 80% and Gpu 30%.
I used to have like at least 300fps. Anyone got some suggestions?

it updates the processor and the graphic card but in my case it worked for me since I was also going to low fps i hope it works :D

the only adventage to have high is for global shadow, all the rest is purely esthetics.
