How do I disable cheats for non hosts?

you could set up a proper dedicated server and set up RCON ... so you got admin controls and not just the cvars. This way you can apply commands per player .. like !slap "playername"
but on a local with only cvars there is no option to just set serverwide commands only for yourself .. at least as far as i know.

sv_cheats 1 is the only way to activate cheats, they can easily see this doe by writing Sv_Cheats in the console, it will tell them if it's set on 1 or 0, but if you do it quick before they join they shouldn't see it in chat atleast.
after sv_Cheats is on you can use "r_drawothermodels 2" to get WH, "god" to be immune to damage and "noclip" to fly around through walls and air.
