You could check the DPC latency with Latency Monitor for latency spikes.

Not sure how to help you, since feels like trash and 60hz is not really helpfull.

check in your resolution settings if you actually chose 144 hz option.

-freq 144 -refresh 144 in launch options

If it feels like 60hz then its 60hz. Check your monitor refresh rate in display settings.

there's a website where you can test your refresh rate (UFO flyby is an example)

did you change it from 60hz to 144hz?
Arsuz Sep 19, 2018 @ 5:08pm
Sometimes if you tweaking your resolution in your graphic card menu, monitor/gpu scale on/off, virtual super resolution on/off, monitor can reset refresh rate to 60hz. Just check your display settings/advanced display settings/display adapter properties/monitor.

OP, right click on your desktop and bring up the NVidia Control Panel. Next click on Change Resolution in the Display tab and make sure 144hz is checked.

It may seem obvious to most, but this was something I didn't do when I got a 144hz monitor. Always best to eliminate the obvious first.

Its easy to check 60hz refresh rate vs 144 or even 240hz. I do that just fast moving mouse cursor on desktop in circles. If its 60hz you will see only few mouse cursors making circle. But in higher refresh rate you will see much more mouse cursors while making circle with your mouse on your desktop.
