Report a translation problem
1) get a new computer (intel and it is i5 or i7)
2) for RAM, 8 GB or 12 GB (don't need 16 GB unless you going to play a game that requires more than 8 GB of RAM like battletech on steam)
3) get nvidia geforce graphics card driver 900 series or newer

ANYWAYS, the problem might be you have Game DVR enabled. As I don't have much Windows experience anymore, try going to Settings -> Xbox -> Game DVR and turn everything off.

And as the others said; use Linux. Trust me, you'll never look back at Windows once you set it up properly. I was even able to play GTA V on it at a higher frame rate than I do on Windows 10.
