How to disable team switching?

How do I disable team switching in a server? In my LAN server I want a person to stay in the chosen team and not go to the opposite or to spectate.

I remember having to get a plugin for those kind of things for my servers.
I am not sure if it is possible with the cvars ingame.
but you need some sourcemod skills.
this is just something I found with a quick google.
