If you really wanted to though, you could attempt to find a collector who would be willing to pay more than market, but it would take a bit of work.
Took me 1 minute, looked up the Tec 9 Blue Titanium FN skin that OP was asking about. The cheapest FN Tec 9 Blue Titanium is $0.95 and I was able to find a 0.004 for $0.99.
In my personal opinion, 4 cents is a meaningless price difference. The reason why this skin doesn't really cost more with a better float is because a 0.004 float and a 0.02 float look the exact same.
Your case I'm sure, is very different from OP's case, as you probably trade in skins that are actually impacted by float value. So, again, unless you want to go out of your way to find a buyer to get that extra 4 cents. Oh boy, 4 cents. There's no real difference in the price for this skin.
