Your CPU is designed for 1.60GHz, any more and overheating is a risk. I'm assuming other games don't cause this because they are using more GPU and not stressing the CPU. Solutions may include removing the stock overclock or simply limit CS to 60fps. Your monitor cannot show more than 60fps (assuming it's 60hz which it probably is) and the extra rendering is unnessicarily stressing your CPU and increasing temps
its called get a desktop computer if you want smooth framerates and performance
laptops are designed to be used as school,work computers there are true gaming laptops but they are 1400-3000$ and higher
you could get a cooling plate for laptops
