I'm currently using a GTX 1050, running the game at 1280x1024, low settings (high textures, 4x MSAA) and I get around 180 FPS with the only time where I get less than 60 FPS is when I host a server and add a ♥♥♥♥♥♥♥ of bots (this is a CPU bound thing tho). A 750 Ti or GTX 1030 will work fine too, as well as a 950. If you can get a 1030 go for it, but if a 750 Ti is cheaper then get that 750 Ti, it performs very similar to the 1030. That's talking about Nvidia options. You could go for a RX 550 or 460 and still get great performance for a cheap price. Go for the cheapest option of those cards, they all perform kind of the same just with like a %15 difference max between them.
If you are looking for a CPU upgrade without changing your mobo, (assuming your socket is FM2) you can go for a A10-6800k, it's around $60 in EBay and it performs a bit better than my Pentium G4400. Pair it with one of those GPUs and you'll have a great budget PC and should be able to run CSGO at around 200FPS with no problems.
