Maybe you got too many background applications running, maybe your APU gets too much heat when gaming
Check temperatures and CPU/GPU usage while ingame (if you dont have a second monitor try something like "cam" there is a Handy APP for It that you can use while checking when actually ingame and not minimized)
Like i said it sounds like you dont have enough power to get more than you have, if your APU overheats when going on max performance power plan it means that your APU is working very hard to get the fps that you have, more performance generally means more heat
You said you tried all the guides and nothing helped so i try and suggest other things, just because you dont like the result doesnt mean im not telling you the truth

Thats what is considered midrange by now, your system maybe was midrange at a certain point but those times are long gone
Second of all csgo lost a lot of fps over the years through map updates and other stuff so you cant really compare l4d2 performance with csgo performance even tho its technically the same engine
And last of all i provided you the only answers that are missing in a lot of the guides so if youre not lying and really tried every csgo fps guide on the forum and nothing works youre out of luck, get a new PC/laptop or stick with your fps
Sry mate but thats just how it is
- You have a quad-core clocked at 2.4 GHz, most importantly, it's an APU. APU are mainly made for home machines and not exactly for gaming, they aren't the best CPUs.
- You have an iGPU; these are quite slow, they are mainly made to let the user be able to watch videos in high quality and render stuff, not very much for gaming, but they can still run many games. Also, if I'm not mistaken that thing is using 512MB of your RAM memory as VRAM, 512MB is even for CSGO quite low amount of VRAM tbh.
- CS:GO even for a 6 years old game is still quite expensive to run, as it's constantly being updated and the maps aren't fully optimized, which obviously causes problems with older hardware. Even in a decent PC like mine I hardly go above 160FPS (specs are in my profile if you want to know).
There are some stuff that you can try to improve your FPS tho:
- Open the game properties in Steam (right click on CSGO - Properties) and click Launch Options, write this: -high -cores 4 - threads 4 -console -novid -freq 60 -nojoy -tickrate 128 +mat_queue_mode 2 +fps_max 61
-high will give the game high priority, which is going to make your CPU focus more on the game than in background processes. -cores and -threads are going to give the game your exact number of cores and threads, to make sure the game uses all 4. -console will open the console when you enter the game (make sure you bind f8 to open the console). -novid skips the intro video. -freq 60 sets the frequency at which CSGO will run, the number must be the same as your display frequency (it's usually 60hz). -nojoy will remove joystick support and free some memory. -tickrate 128 is going to let you run your dedicated servers at 128 ticks. +mat_queue_mode 2 will force your CPU to use multi-threaded mode (use all threads on the game). and +fps_max 61 will lock your max fps to 61 (this will give you faster load times and it will make sure that your PC doesn't over-struggle to get more FPS than what you need).
You can also make an autoexec.cfg (look on google on how to do it). Add this commands:

cl_forcepreload "1" // Preloads the map and sounds, will make the game stutter less when you connect to the server, but will give you longer load times.

r_eyemove "0" // No eye movement.

You can also disable Steam notifications when a friend joins a game and stuff from Steam parameters, it might give you some extra FPS. You can also just turn off the Steam overlay (it can bring a lot of problems tho). Try disabling DirectWrite too.
Make sure you have all your drivers up to date (you can download Driver Booster for free in the Steam Software store, it really helps with updating drivers).
You can download MSI Afterburner to overclock your graphics card (It might not work on a iGPU tho) to get an extra boost of FPS at the cost of more heat. Talking about heat, make sure your air flow it's ok, if the PC overheats, the CPU will start to throttle and underperform, you don't want that.
Also, you can try download Razer Cortex and set up everything to make sure you liberate as much RAM memory as you can, it might give you a little FPS boost and faster loader times (at least works for me, I have only 4GB at the moment).
And, if you are really desperate for FPS, you can try turning the hud off, removing the radar, the viewmodel and other things can give you a huge amount of extra FPS at the cost of a obvious handicap.
