I think this is the way but it is not tested by me.

1. Download the desired map from workshop. See that it supports the type of game you want to play (competitive, wingman,...)

2. Send invitations to your online friends so that your lobby has 10 people overall.

3.choose the map from the workshop section and choose competitive mode. Wait for the map to load.

*Your friends will automatically download the map from workshop.

Play.

You as the server can use console commands.

Make sure to use -insecure launch command if you intend to cheat on that server.

This, however idk if it Is possible to go into the game with 10 people ? I've tried this with 3 of my friends and it worked tho.

The easiest way to do that is to use the third party provider like Faceit or ChallengeMe

they are free and have a neat feature like 128 tick servers and additional anti-cheat.
