GTX 1060 6gb and AMD fx 6350 runing only 100fps

I have amd fx 6350 and gtx 1060 6gb, 144 hz display and i can't get over 120 fps while playing online. v sync is off, everything is on performance, my settings are all high, nothing changes if i put it to low.. I run cs on -novid -refresh 144 -w 1920 -h 1080 -window -noborder.. Does anyone know where is the problem ? task manager showing 60% usage of CPU and GPU.. temps are stable at 50C. I tried v sync on (nvidia control on fast) and triple buffering and I have about 140 fps.. but that doesn't make sense !

I went from 280-300 fps to 80-100 fps ever since the new cache update. Yep, my rig isn't really the best, either. I'm running i7 3770K @ 4Ghz, 16 gigs of ram, R9 290 Tri-X OC (slightly clocked) with dual screens.

Tried everything in settings, but it just doesn't peak above 120fps ever since the latest update.

Everyone here that is saying my cpu or gpu isn't strong enough.. they are working under 60% load.. so this is not a problem.. I just want that cs would use my cpu and gpu 100% if anyone knows how to do that.. probbably that's why my framerate is so low.

No program uses the whole cpu usage. It is your cpu which is the reason wh, you've low fps. You could get more fps with lower graphic settings but that will help just a bit. You've basically a 40 horsepower car and ask why you can't drive 250 km/h with it. Change the engine aka cpu and you're good to go. You can see the benchmarks from different cpus and even my old 2010 amd phenom x6 1090t is nearly as good as your cpu and I had a wqy better one since then (i5 4690k) and now a i7 9700k. So your cpu is not only outdated but was a extremely cheap and bad cpu in the first place. It bottlenecks your decent 1060 6gb gpu so much.

Yeah you've to buy a new mainboard + ram + cpu. I've this setup:
Motherboard: Gigabyte Z390 Gaming X
CPU: Intel Core i7-9700K
Cooler: be quiet! Dark Rock 3
RAM: Kingston HyperX Fury DDR4 16GB

~650 euro.

You can also buy a cheaper cpu like i5 8600k (you save 150 euro~) with the same mainboard/ram/cooler. Works perfectly. Overclocking is also absolutely not necessary.
