My game started lagging. please help

3 Days ago, my csgo was running fine, with consistent 60-75 fps since im running on a potato.
It suddenly started lagging. my fps decreased to around 20-40fps. basically unplayable for me.
when i checked my task manager, it showed me that my CPU was running half its base speed, which is around 0.98 GHz. Before the lag, it usually runs around 2 GHz, overheating should not be a problem since i have a ridiculous amount of fans running in the background just to cool this potato

i play at 30fps and i can still reck ur ass
