CS only uses 2 threads, the other 4 cores on your cpu do nothing and the 2 that are scheduled are too slow to get the fps you want. If this was 2 years ago you would get much higher fps but the source engine has been updated and got slower

Anything from 6th Gen Intel i5 and i7+, or Ryzen 5+
The thing you were unfortunately encountering was a CPU bottleneck for CSGO. Many people believe that the GPU is the most important thing and the only thing that can slow a PC, whwn reality shows that isnt always the case.
I do recommend researching the CPU's that will do well for CSGO but within your budget. You will need to buy new CPU, RAM and Motherboard. Upgrading your CPU will improve performance, but your GPU will now hold it back by quite a bit, so you may also want to look at a full system build as that is often cheaper in the long run

no matter what resolution or graphics settings i use, my fps is pretty much the same, easily achieve 250++ fps and dips to 100++ (never dropped to under 100)
i suppose my cpu is weaker than yours? it's only an entry level cpu afterall

Thers a setting called multi core rendering it will have a big impact on your preformens if its disabled. CS:GO is a heavily CPU based game so make sure that you have that enabled.
Reason, lower resolutions makes your GPU clock down and will sometimes not use all of its VRAM (In some games) in which the CPU bottleneck will be noticeable due to the fact that game graphics vary by what happens on the screen and what needs to be calculated in real time, thus the GPU rendering power will go up and down more often resulting in a lower FPS in general.. By increasing the GPU workload, you are simply introducing a new bottleneck that supersedes the CPU bottleneck by which the GPU will always use its muscle at 100% (or 99%.. doesn't matter).. Note that the CPU bottleneck will always be there but the result is that, you will have an almost consistent or higher FPS in which what the GPU can actually handle..
Finding a good balance between the two is crucial especially when you have an underpowered CPU.. I myself have a ♥♥♥♥♥♥ CPU and get higher, more consistent FPS in higher resolutions than lower ones.. Consistency is key..
