Both of those games won't go F2P, ever. The reason is pretty much self-explanatory, those games don't have microtransactions.
If you are not willing to pay to play them, then just ignore them. But believe me, they worth every cent, definitely your loss.
Ezy answer my friend - because they have no SKINS which Valve knows generate the most money they need - ofc even from cheaters making endless free accounts and buying the most minor skins for 0.03(thats why 0.02 cent goes as a fee to fill Gejbens stomache)

Exactly - even the most minor skins for 0.03 cent as a minitransactions multipled by millions daily gives few millions each month....(0.02 cent fee for Valve)
