You can find them on the Market and click the "Inspect in game" button.
* I'm just too lazy to explain how to find their pages in Counter Strike itself *

has to be the covert only ones. they are the only ones that have voices

An icon depicting the speaker will be on the bottom left. If it is inactive - the character does not have voice acting.

Voice acting is only for agents of the highest quality - "red"
