Weird red radar on top right corner

My friend has some weird radar or a scope in his top right corner, he said it started happening after he installed a hud on tf2, but it's in cs too. What is it and how do you get rid of it? https://i.imgur.com/31hRb0M.jpg

It's something related to your sound card or motherboard with built-in sound. Lenovo or Dolby we're doing it for some laptops a while ago.

it's some program that probably came with your computer / installation of drivers that can be turned off.
