What cooler and motherboard combo are you using?

Did you try reapplying your thermal paste using the pea method?
Maybe try checking for clogs in your CPU cooler.
What case are you using? if you don't mind me asking.
PUBG, BF 5 and Rust are apparently not as CPU intensive so they are not gonna "push" your CPU temperature up.
I mean i understand if it was like 65-70c all the time but now its spiking from 46c to 70c and cpu usage from 10% to 60%
Hitting the 70-79C = OK
Hitting 80-89 = "Fine" for the CPU
Hitting Anything above 90+ degrees is a problem for i9-9900K
It seems like CS:GO is applying a lot of load onto your CPU for some reason, what settings are you running?
Maximum settings 2560x1440 at 600 fps
Make sure to keep an eye on the temperatures and if you reach anything close to 90C just let it chill for a while and see if it happens again. Don't get worried i9-9900K's LIKE to get a LITTLE HOT.
