Put -high into launch options.

r_drawparticles would be unfair - you can see through smokes, and smoke from incendiaries and HE's

It's hundreds or thousands of pounds, it's difficult to get that money if you're under 18, can't get a job, and don't have parents that spoil you.

i'd recommend 4 things
1: undervolting pc
2: disable bloatwares on the windows
3: process lasso > probalance threshold 80% all other app upper limit 5% lower limit 3% (exclude games like csgo)
4: cpucores

mat_queue_mode 2 , cl_forcepreload 0 using 1 will sometimes make your game stutter, r_dynamics 0,

bad idea, that would made the game load texture on the go, instead loading all them first to RAM when loading map

Probably -lv can help?

I have a laptop the literal size of a nintendo ds and it can run csgo at low with 50fps. A potato could run this game. Maybe ask your parents for a cheap computer for your birthday/christmas?

Also lower the res to as low as possible. It will be the worst experience in the world but it would be playable

Depending on your pc and what drive csgo is on, having force preload on can make your game stutter and feel choppy. There has been reports of people turning it off which solves the issue. Even a valve employee that is part of the dev team responded to a post on reddit saying to turn it off https://www.reddit.com/r/GlobalOffensive/comments/adq2a4/never_install_csgo_on_an_old_hard_drive/edlbh3d/?st=JQSQ5GJB&sh=5d987640 .

yeah, if he didn't feel stuttering and only focus fps, it should turned on

at the same comment, it may introduce hitches, but i didn't ever have this happened even with older laptops

edit: in other hand, it boosts fps a little for me at expense of long loading time... dunno why it boosts fps a little, but it may helps OP
also confirmed by same comment tab there

I've been playing on a gaming pc from 10 years ago on 640*480 or whatever it is and I barely get 40 FPS.
