Yep, everything has been tried. CSGO is the only thing that suffers with issues like these.
and what would a UserBenchmark provide?
His PC is performing as expected, this isn't a PC issue, it seems to be an issue with this specific CPU and CSGO.
He tried that already.
Because this is literally an issue with just the CPU...
I suggest upgrading to a higher one if possible. I uselly go all out on the last gen of each series.
Edit: Also, verifying the game files won't hurt. And making sure that all DirectX 9.0c files are properly installed.

Ah yes because the internet & audio settings totally affect this >.>
There only a frequency ajustement at 4.0 or 4.1 Ghz for example but still this info on system after reboot : i7-7740X 4.10Ghz @ 4.30Ghz. Something block my GPU freq at 4.30 default frequency. Someone have a solution on Gigabytes BIOS ? Because when i switch Frequency at 4.10 or 4.0, the problem on CS go still there :/
