You have kicked too many teammates in recent matches - BUG

Hello, I was playing competitive today, and I votekicked 1 guy that was toxic, had 2/15 score, and was getting hella carried, and that was the only vote in the entire 45 minute game, after finishing the match, I wanted to play some more with a guy i've played the previous match with, but I've gotten a competitive cooldown for 24 hours, saying "You have kicked too many teammates in recent matches".
Note that this is my first kick vote that I have started, previous ones, where I was agreeing to kick someone, were 99% of the time cheaters.
So, can anybody explain me, why have I gotten a cooldown ?

Why cooldown then ?

Even your vote counts

The kick is used for griefers and else, not people playing unfamiliar to you or bad.

Even if they don't get kicked but you pressed yes, it counts as a kick

Yes, you need to vote for a kick, that's enough if your cooldown level is more than 1.
Which is the case for you, because a 24h cooldown is a level 3.

And in short, don't vote kick. Just report the cheater : that will lower their trust factor, improve yours when he will get banned (right reports) and that will also do more demo for overwatch.

A game with a cheater in your team will be reversed. If you loose aginst a cheater, it doesn't count too.
If you mange to win against a cheater without one in your team, that will count.
(because it's the cheater wins that is negated)

I got kicked and got a cooldown because i killed a stupid team mate by using flashbang and stab him with a knife several times while he was blind. I killed him because he was a certified noob and it was a pleasant satisfaction.

for kicking few people in the time span of 10-15 days.
