nah never needed to activate a ticket for them.
and activating a ticket now just gives the coin nothing extra.

You can't get them, the link given above is outdated as shown by the Sticker Capsule 2 saying it is rare - it no longer drops along with others in the rare drop catagory listed.
So definitive answer - no

there is always a chance they listed it on the market and it expired and they forgot about it.
I got made happy with nothing many times like that because they can show up as item drops ingame.
