That's the website I keep getting advertised,I been trying to learn more about it and how it works. Like what happens if your rented skin ends up getting sold by the renter?
What happens to the person who sold the skin though?
I wont call the site "a scam" but the whole concept sounds fishy. Like, what stops some1 from just stealing skins?
Steam couldnt do ♥♥♥♥ since the one who rented out the skins did it willingly. At the same time lootbear is a 3rd party site that sells skins, so it's not like they have some grounds to punish or pursue the steam user who yanked those skins.
I really recxommend you take a look at this thread...

The short answer is just don't do it. The concept itself is phishy as hell mate. It is not worth handing over your identity to places like that just to rent a skin for a game.
The site requires a credit card information and id in order to rent so if you attempt to do fraudulent activity, then they can take legal actions against you. I'm not knowledgeable when it comes to this situation cause me personally I wouldn't even bother to rent a skin from them only buy. If the skin goes missing and never get return, then your issues a full refund of the skin if your the person that's renting out their skin.
So to clear things up I will give out an example. Person A is the person who wants to rent a skin from the site. Person B is the person with the skin that wants to make money for putting their skin on the site for people to rent. Person A rents person B skin and pays the rent money while person B recieves 60% of the rent money from person A and the rest of that goes to the site.
I know there's two people in this thread to have answered that question already,it seems a bit trustworthy, but at the same time i'm still cautious of it.
