for free: tweak pc, disable most windows aero animation, update device drivers, windows, tune settings. Probably learn to overclock and undervolting (careful about that) and install some optimizer such as process lasso

and if those still lags (not smooth) buy better pc

edit: that cpu sucks, u are lucky to get 60 fps on low so be happy with whatever fps you have in that laptop or just buy new one, i5 8250u with mx250 is decent enough with cheap pricing, just my 2 cent
