It's not about the first bhop either. Most peopoe think they hit an accelarated bhop in the first bhop because they were still fast but lose speed after that. In fact they just used their speed they had while running before that. A good bhoper will strafe or even multistrafe while bhopping and even can be nearly as fast as people who're just running.
The 50% chance is for accelarated bhops. It's something you can't change with good timing or good (multi-)strafes because it's chance-based whenever or not you get the bonus-speed.
People who can't strafe will just hope for the 50/50 chance and that's it.
