Write your PC specs, settings, fps, etc.
Because this message is normal.

Thats not the problem just telling steam not to update so that thing have bean out for like 3 year i think

I believe you but any idea why it flashes the message so often. I see it 20 times in a 30 min match.

It is precisely this. CSGO Checks your gamestatus every 15 minutes. If you are ingame, it will tell the game not to update for 15 minutes, if not it will tell Steam its safe to. The moment you start a game, it will tell Steam it's no longer safe to update for 15 minutes, and will check after these have passed.
