What is the windows management thing? Is that the only thing you tried? I mean I can start throwing possible solutions out here but It would be better if you just list everything you have done in all the guides you found

Try launching the game with -safe launch option (right click on csgo -> properties -> set launch options), if that does not work, remote it again and try to add -autoconfig.
