this is normal thing .. caz the stream takes a lot of pc resources and make the pc slower and heavier .. if you dont like this delay .. you can buy a streaming pc .. play in this one .. and steam in the other ..
bro if you have 2080ti and i9 9900k .. there will be a delay .. the best solution buying pc for stream only .. imagine you are using Sony Vegas to render a video and playing csgo in the same time .. the steaming is the same thing .. maybe you can fix stream sttings like useing low stream res or bitrate .. this may help you to reduce the delay ..

yes thay have the delay .. but thay got used to it .. and as i told you .. try to lower stream res or bitrate .. this will reduce the delay ..
Streaming from the pc you play on is always a bad idea no matter what specs.
